Olympic Development

2024 Penn Relays Olympic Development Events  

Olympic Development events are for post-collegiate elite level athletes. 
  
The seeding committee will use 2023 and 2024 performances in conjunction with World Athletics Event Rankings as guides in the selection process.

  1. The Rules of Eligibility: Olympic Development events are for post-collegiate elite level athletes. No college athletes will be considered for these fields. 
  • Athletes who participate in this competition are subject to drug testing in accordance with the United States Anti-Doping Agency (USADA) Protocol for Olympic Movement Testing (USADA Protocol). USADA will be responsible for conducting comprehensive drug testing, as well as the adjudication of positive findings. Athletes selected for doping control are required to sign a testing notification form by the assigned doping control chaperone, who will remain with each athlete until she or he arrives at the doping control testing center. Athletes have one hour from the time of notification before they must report to the doping control testing center. Athletes with positive drug test results will have their cases adjudicated according to the USADA Protocol and will be penalized, if appropriate, according to applicable World Athletics or World Anti-Doping Agency rules. Such penalties may include, but not be limited to, a period of ineligibility from competition, as well as disqualification from past competitions and cancellation of awards and prizes previously awarded. Any substance taken by an athlete is at his/her own risk and may result in a positive sample. BEWARE: some nutritional supplements, prescription, cold medicines and over-the-counter medications contain prohibited substances. Information regarding specific drugs and substances may be obtained by calling the USADA Drug Reference Line at (800) 233-0393, visiting the www.usantidoping.org or visiting www.888athlete.org. 
  1. Team Membership: No athlete may participate with two different affiliations in one Carnival. 
  1. The Rules of Competition for this carnival shall be the 2023-2024 USATF Competition Rules, except where the longtime practices, special facilities, and special written rules of the Carnival may require otherwise. 
  1. Track and Field Surfaces: The track, all jumping surfaces and the javelin runway are synthetic surfaces of 3/8" thickness. 
  1. Spikes: Only 1/4" spikes are allowed. No tartan/Christmas tree spikes will be allowed. 
  1. Checkpoints: Relay zone and jumping event checkpoints may be marked with standard white trainer's tape only. No other items may be used, including chalk, powder, duct tape, masking tape, tacks or safety pins. 
  1. Starting Blocks will be provided by Penn. No starting blocks other than these provided will be permitted on the field. 
  1. Lane Priority: Turn Races (9 lanes) 6-7-8-9-5-4-3-2-1; Straight Races 5-6-4-7-3-8-2-9-1
  1. The International exchange zone will be utilized, making the old 10-meter fly zone part of the 30-meter exchange zone.

11. PROTEST PERIODS FOR TRACK EVENTS  
  • For Finals: A protest period of 30 minutes for Olympic Development events shall commence upon the posting of the last result for that event or the final on time standings, whichever is later, to the Penn Relays results website (pennrelaysonline.com). All protests must be filed within the protest period at the Referees' table inside of turn 1 on the track (please come to the fence behind the table and ask for a gold hat referee).  The protest period will NOT close if there is a pending protest or a decision has affected another team.  Once all protests have been addressed, the Results will become "Official." 
  • Jury of Appeals: A $25.00 fee must accompany an appeal. The Penn Relays video review will rely only on available archived Relays web streaming, and no independent video may be used in protests or appeals.
