2024 Penn Relays
College Men Information
All times in the schedule are tentative and subject to change.
- The Rules of Eligibility for colleges and universities in the Penn Relays Carnival shall be those of the By-Laws of the National Collegiate Athletic Association. Exceptions: For all Conferences or specially classified relays, eligibility shall be that of the Conference in which the school competes.
- Junior Colleges may compete in the College Relay Championship Finals if they meet the rules of eligibility of the NCAA, Division I.
- The Rules of Competition for this carnival shall be the 2023-24 NCAA Track & Field/Cross Country Men's and Women's Rules, except where the longtime practices, special facilities, and special written rules of the Carnival may require otherwise.
- Relay Substitutions: The rules of World Athletics regarding replacement on relays will apply for colleges and high schools. This allows for two substitutions. Only four medals or watches will be awarded.
- Track and Field Surfaces: The track, all jumping surfaces and the javelin runway are synthetic surfaces of 3/8" thickness.
- Spikes: Only 1/4" pyramid spikes are allowed. No tartan/Christmas tree spikes will be allowed. Spikes will be checked.
- Checkpoints: Relay zone and jumping event checkpoints may be marked with standard white trainer's tape only. No other items may be used, including chalk, powder, duct tape, masking tape, tacks or safety pins.
- Starting Blocks will be provided by Penn where the use of blocks is considered essential. This includes heats and finals of all dash and hurdle races and finals of all College relays starting in lanes. No starting blocks other than these provided will be permitted on the field.
- Ties for Qualifying: Nine teams will qualify for all relay event finals starting in lanes. Running event ties will be broken by re-reading the photo-timer images to one-thousandth of a second. All field event ties involving the ninth qualifying position will be advanced to the final three attempts.
- Lane Priority: Turn Races (9 lanes) 6-7-8-9-5-4-3-2-1; Straight Races 5-6-4-7-3-8-2-9-1.
- The NCAA has adopted the World Athletics International exchange zone, making the old 10-meter fly zone part of the 30-meter exchange zone.
- Verification of Receipt of Entries: The Penn Relays will not accept college entries after the deadline of April 8th. Coaches should check to verify that the Relays Office has received their entries by clicking HERE. In emergencies, coaches may call Friday, April 5th, before the deadline (215-898-6145). Please do not call for this information on other days.
- Results will be posted HERE. Results will not be supplied to coaches in the Press Area.
- Winners of College Championship of America Relays: Teams will be escorted to the Press Interview Area near the paddock immediately following the race.
- PROTEST PERIODS FOR TRACK EVENTS
- For Qualifying Races: A protest period of 30 minutes for Colleges shall commence upon the posting of the tentative (Unofficial) qualifiers list(s) to the Penn Relays results website (pennrelaysonline.com). All protests must be filed within the protest period at the Referees' table inside of turn 1 on the track (please come to the fence behind the table and ask for a gold hat referee). The protest period will NOT close if there is a pending protest or a decision has affected another team. Once all protests have been addressed, the Qualifiers list(s) will become "Official."
- For Finals: A protest period of 30 minutes for Colleges shall commence upon the posting of the last result for that event or the final on time standings, whichever is later, to the Penn Relays results website (pennrelaysonline.com). All protests must be filed within the protest period at the Referees' table inside of turn 1 on the track (please come to the fence behind the table and ask for a gold hat referee). The protest period will NOT close if there is a pending protest or a decision has affected another team. Once all protests have been addressed, the Results will become "Official."
- Jury of Appeals will be chaired by Joe Lang. A $25.00 fee must accompany an appeal. The Penn Relays video review will rely only on available archived Relays web streaming, and no independent video may be used in protests or appeals.
- Events will not be delayed for those who double.

Relay teams and individuals should be entered only if they are capable of achieving the following performances in the Penn Relays:

Achievement of the above standards does not guarantee acceptance. Entries submitted that do not meet the standard may be considered to fill fields, when applicable.
Size of fields as listed under event headings are approximate and will be adjusted as circumstances require. Event starting times may change.
2024 MEN'S COLLEGE RELAY EVENTS
4x100m and 4x400m Relay: Prelims Friday / Finals Saturday. To contest multiple finals in accordance with NCAA advancement guidelines, there will be two or three pools in these relay events depending on the number of entries: Championship (prize #1), College (prize #2) and Eastern (prize #3). Once declared in a pool, the heats will be seeded within those pools, with heat winners and fastest remaining times advancing to a nine-team final.
4x400m Relay specific notes: Pop Haddleton-MAC and CTC "league" races, (
prize #3) are restricted to members of the Centennial, Middle Atlantic and CTC conferences. A league race will be canceled if an insufficient number of teams from that league enter.
4x200m Relay: Championship Invitational; 32 teams (
prize #1).
Timed final; fastest seed times will go together in final heat; lanes all the way; blocks provided. Lane Priority: 6-7-8-9-5-4-3-2-1.
4x800m Relay: Championship Invitational; 16 teams (prize #1), seeding and confirmations to be done before Saturday. College event; 16 teams (prize #2).
4xMile Relay: Championship Invitational; 16 teams (prize #1).
Sprint Medley Relay (200m-200m-400m-800m): Championship Invitational; 32 teams (prize #1). Timed final; fastest seed times will go together in final heat; three-turn stagger in lanes; blocks provided. Lane Priority: 6-7-8-9-5-4-3-2-1.
Distance Medley Relay (1200m-400m-800m-1600m): Championship Invitational; 16 teams (prize #1), seeding and confirmations to be done before Friday; College event; 16 teams (prize #2).
2024 MEN'S COLLEGE INDIVIDUAL EVENTS
100m Dash: Heats; 36 runners, to be run on relay homestretch. Qualify nine (Heat winners and the remainder on time) to Championship Invitational final, (prize #4); to be run on sprint straight). Blocks for heats and final. Lane priority: 5-6-4-7-3-8-2-9-1.
1500m Run: Championship Invitational; 36 runners (prize #4); Timed final. Contestants may not run the 3000m Steeplechase, 5000m or 10,000m.
3000m Steeplechase: Championship Invitational; 36 runners (prize #4); Timed final. Contestants may not run the 1500m, 5000m or 10,000m.
5000m Run: Championship Invitational; 64 runners (prize #4); Timed final. Contestants may not run the 1500m, 3000m Steeplechase or 10,000m.
10,000m Run: Championship Invitational; 32 runners (prize #4). Contestants may not run the 1500m, 3000m Steeplechase or 5000m.
110m Hurdles: Heats; 36 runners. Qualify nine (first two in each heat (Heat winners and the remainder on time) to Championship Invitational final (prize #4). Blocks for heats and final. Lane priority: 5-6-4-7-3-8-2-9-1.
400m Hurdles: Championship Invitational; 36 runners, sections against time (prize #4). The best 20 runners will be seeded into preferred lanes in the first four sections. Start at end of sprint straight; blocks provided. Lane Priority: 6-7-8-9-5-4-3-2-1.
***Field event athletes are not allowed to switch from the championship to a college competition or from a college competition to the championship invitational unless such a change is cleared by the Director before the start of the meet.
High Jump: Championship Invitational; 16 jumpers (prize #4). College Event; 32 jumpers (two pits); 16 on each pit (prize #5).
Pole Vault: Championship Invitational; 16 vaulters (prize #4). College Event; 24 jumpers (prize #5).
Long Jump: Championship Invitational; 16 jumpers, 9 advance (prize #4). College Event, 32 jumpers (two flights); 9 advance (

PENN RELAYS COLLEGE PROTOCOL
Online entry for Colleges must be concluded by Monday, April 8, 2024 at 5:00 PM (EDT). You may enter anytime until the deadline.
Confirmation of receipt of entry and payment is best verified HERE.
If the check for your entry fee has been delayed, please let us know via e-mail to pennrelays@upenn.edu. Because of time restraints we cannot sign and return Purchase Order requests & invoices unless a Self-Addressed, Stamped Envelope is provided.
Acceptances and rejections will be e-mailed to coaches as soon after the entry deadline as possible. The notice of acceptance or rejection will include event number and time for each event your athletes will be contesting.
Appeal of rejected entries will be handled by this FORM only with all appeals due by 5:00pm on April 15th

NOTES
Any person designated by the coach to pick up passes must present such authorization written on school letterhead stationery and signed by both the coach who signed the entry form and by the person picking up the passes.
Participant's passes may be used only by team and staff of the school to which the passes were issued. Any use by other parties subjects the user and the original school to suspension in future years. Any person using a participant's pass should carry school identification or be dressed in school uniform at all times. Lack of suitable identification is grounds for ejection.
The first leg of the 4x100m, 4x200m, 4x400m and Sprint Medley will be allowed to use blocks in the finals only. Note that in the 4×400m and Sprint Medley we may use all nine lanes in the final with the inside three lanes breaking outward on the backstretch of the second lap.

COLLEGE AND EASTERN DIVISION RELAY TEAMS will assemble by event number. ***ENTRY INTO THE PADDOCK ORIGINATES OUTSIDE THE STADIUM NEAR THE CORNER OF 33rd & SPRUCE STREET. Only the Relay Team, a ticketed Relay Support Person (to take sweats) and a ticketed Coach will be admitted through the Paddock.
CHAMPIONSHIP OF AMERICA DIVISION RELAY TEAMS will have access to an infield warm-up zone (for strides on the turf) 30 minutes prior to your event start time before entering the final paddock area. The Relay Team and One Relay Support Person (to take sweats) will have access to the infield warm-up zone through the entry gate by the start of the sprint straightaway. If coming from outside the stadium, there will be a COLLEGE CHAMPIONSHIP OF AMERICA RELAY EXPRESS ENTRY on the corner of 33rd and Spruce Street.
INDIVIDUAL RUNNING EVENTS: Coaches or athletes must pick up a Bib Number in advance of the clerking process at the Bib Tent that is located track side between the sprint start and the scoreboard.
FIELD EVENTS: Athletes will be given a Bib from an event official at your competition venue.
COLLEGE SEATING: College teams and coaches are welcome to use any available general admission seats on Thursday and Friday. New this year, we have added dedicated college seating in sections EA, SN, UEA, USN on Saturday (this is in the corner beyond the individual event finish line). Upper Deck general admission seats will also be available on Saturday.
No sweats will be allowed in the paddock. We urge you to bring a duffel bag so your athletes may put their things in it while on the track. They should give their bag to you or your manager before entering the paddock.
The World Athletics rule regarding two relay substitutions is in effect.
For Junior Colleges wishing to qualify for Championship relays: Prior to the Relays, we must have a letter in our hands from your A.D. concerning your meeting NCAA requirements.

The Penn Relays has an extremely large crowd that is difficult to manage regarding security. While we do our best to provide a safe, secure meet, it is helpful if you watch your belongings carefully, never leaving them unattended, particularly in the stands.
